This addresses the front end portion of the year picker feature #13. I still need to implement the dynamic switching, which I am going to spend some time thinking about how to do. Thinking about pre-caculating the data set for each year, given the currently configured options, to avoid processing delays. Will open another issue/ more to come on that.
