Style guide for Typescript

In order to increase readability, minimize errors and onboarding outside contributions, we need to set up tools that can fix and check the formatting of the code that gets pushed to this repo. We can easily set up tslint for now but in the future, we should aim to have a tool like standard.js for typescript.
