- Remove "STATIC" text
- Condensed initial explanation

We have reference to each rule in code, So it would be good if we keep this, but just delete the "Mark as 'Incomplete blalala" sentense. thoughts?

Ok, I've added the references back in, but removed the "Mark as ..." sentences.
