Determine number of days with sufficient 5min bin to aggregate into 30min bin for each link_dir for each time_bin within the period of Sept 2019 - Nov 2019 excluding weekends and holidays (63 days in total). Sufficient as in there is at least one 5min bin within a 30min bin for each link_dir. Only do that for link_dir found in congestion.segment_links table (32092 link_dir in total). Each link_dir would have 48 distinct time_bin .

  • congestion.segment_links
  • here.ta OR filtered one at jchew.cmp_fall2019_5min

The table produced would look like

Recreated a materialized view with all the link_dir in that date time period (filtered out weekends and holidays) under congestion schema named congestion.data_fall2019_5min.

The table produced for the purpose above is congestion.data_sufficient_5min.
Note that not all link_dir has 48 time_bin.
