Making an item cover a body part, but not a layer

I'm trying to make an item stop occupying a layer through the "transform" action, but the "normal" layer has no flag to remove.
Is there a way to do so? Or is there, perhaps, a fake layer flag I can use?

The goal is to avoid triggering the "multiple items on the same layer, so +2 encumberence" thing. If there's another way to do it, I'm all ears.
