Summary

SUMMARY: Features "Spawn some chemicals with random charges"

Purpose of change

Most stuff spawns with same amount of charges or in full containers. That's not realistic.

Describe the solution

Needs #34980
Chemicals changed in #34833 also ammonia and bleach will spawn with random charges. The last 2 are plentiful - it should be good change to limit them a bit. Minimum charges is bigger in some spawn groups like labs.

Describe alternatives you've considered

Testing

Tested item groups debug spawning.
