status Delivered don't change to seen for location if sender syncs after sometime.

Downward sync for status change delivered to seen not working for iOS client.

Steps:

1- Send location from iOS device to android.
2- Don't read message on android.
3- status is changed to delivered on iOS device
4- Turn internet off for iOS device.
5- read message on android device.
(status seen is sent to server)
6- now turn internet on in iOS device.
7- status never changes to seen.
