So basically the mkisofs.exe file is from 2011? Is there any more up to date version of it?

Yes, that's the latest version:

http://code.google.com/p/mkisofs-md5/

Note: the mkisofs that is distributed with VMware works. Also some versions of the cdrtools distribution also work (but not all). MOSA defaults to VMware version if available.
