Also, some stuff which was supposed to return ref but couldn't due to a bug that has now been fixed now returns ref.

opCastforTickDurationwas added toDuration, most of the stuff in core.time is now@safe, and the stuff which was supposed to returnrefbut couldn't due to a bug that has now been fixed now returnsref. There were a few other tweaks, but that's primarily what was fixed.
