Travis CI doesn't seem to work, and appveyor is slow and unstable.
So, this PR replaces them with GitHub Actions.
GitHub Actions will not be triggered for this PR because it is not possible to trigger GitHub Actions for that repository from a fork without the repository having a GitHub Actions configuration. However, I have confirmed that this works on the fork (see the following), so everything should work once this and #116 are merged.
