I was able to resolve this by:

  1. Uninstalling all Visual Studio versions and Rust
  2. Carefully following the instructions at https://doc.rust-lang.org/book/ch01-01-installation.html#installing-rustup-on-windows
  3. Starting a fresh cargo project for the hello world.
