I guess this is related.
I noticed that filled form data does not save to the actual files on the server.

That's correct.

Ah, if it saved to the original file on the server with the form content, then only the server owner could access the originals. That way would avoid any legal issues, and still allow printable character sheets. Don't need to have it downloadable/printable from within Foundry.

I'll consider it. I know it's a desirable feature to have.

In the meantime for people that like to have this feature:
get the Mozilla pdf.js libary PDFoundry builds upon from here https://github.com/mozilla/pdf.js/releases/download/v2.12.313/pdfjs-2.12.313-dist.zip
and replace the files in the pdfjs folder of the module

See the comment below, this is definitely a quick hack, and not tested thoroughly by myself
