Binaries at https://github.com/DoubangoTelecom/ultimateALPR-SDK/tree/master/binaries/linux/aarch64 work on Linux AArch64 (ARM64) but for now we don't offer commercial licenses for such platforms.

Starting this commit we'll provide commercial license and support for Linux AArch64
This commit updates Tensorflow lite version to v2.5.0-rc1 for linux aarch64 (was already done in 3.3.2 for Android and Raspberry Pi).

Use version 3.5.0 or later if you want commercial support for Linux AArch64.

This version mainly adds support for "chinese" license plates and improves OCR accuracy for "latin" and "korean" charsets.

The online sample for China is at https://www.doubango.org/webapps/alpr-china/

- License generation: Use configured CPUs instead of online/available ones
