Functionality: Ops chat

If you are one of several ops in a channel, it can be very useful to have the ability to chat amongst yourselves in orer to provide consistent and coordinated operations. IRC provides the raw ability for you easily to send messages to all the other ops in the channel (/oNotice) - however these messages are not separated out into another window, and appear mixed in with all the other channel messages.

dlFilter provides Ops Chat functionality to address this - diverting such messages to a custom @#channel window which looks and behaves very like a channel window, but is for Ops only.
