No time like the present. As stated in issue 132, this PR supplies a new app and a markdown file describing how to use the launcher to configure and deploy various configurations of test networks. These can start multiple nodes on one host, on clustered (lan) hosts, and distributed (wan) hosts.

Things left to be done are: improve the documentation to include some illustrations, add the means to supply lists of hostnames and cluster membership independent of any testnet deployment scenario, and to purge the no-defunct perl script from tests/p2p/init.
