There are several ways you can contribute to the ArcGIS Editor for OpenStreetMap project, as described below.
Use the "Issues" tab to log bugs, ideas, enhancement recommendations - anything that will improve the tool.
Yes, contribute to the project! Fork the code, make a good change, and then submit a Pull Request. The request will be reviewed and if it is a) coded correctly and doesn't break other code, and b) represents an improvement to the code, then your chances are good that it will be included into the project.
If you notice problems with the wiki or have documentation to add then let us know!
