This commit adds a new page to the About category: "Responsibilities
and contacts." This page lays out the differentiation between "FOSS@RIT"
and "FOSS@MAGIC." It also explains the best contacts for different parts
of the RIT community infrastructure.

Closes #5.

Nice 🥇!! ❤️ this! I have always had a hard time distinguishing the differences between FOSS@RIT and FOSS@MAGIC. This clarifies a lot!
