  1. 📞 Add admin responsibilities/contact page (closes #5) 

    This commit adds a new page to the _About_ category: "Responsibilities
and contacts." This page lays out the differentiation between "FOSS@RIT"
and "FOSS@MAGIC." It also explains the best contacts for different parts
of the RIT community infrastructure.

Closes #5.
