Add Dimension Teleport Blacklist

Added blacklist for teleportation between dimensions.

This was created for use with the Vault Hunters modpack in order to prevent users from using /back to return to failed vaults after they had been offloaded.

This could have applications elsewhere and I am open to suggestions for improvement.

I'd really like this feature to be implemented at one point.
Waystones has a dimension blacklist already, and i would like to prevent /home and similar from working in dimensions provided by the Stargate Journey mod for optimal immersion.
With the presence of easy teleporting to other dimensions, stargates are quickly reduced to "worse waystones" in most players' eyes, putting a damper on the mod
