This is a developer nice to have, rather than a business facing change. The name target on a pipeline stage doesn't clearly communicate what it does (the target is the next stage in the pipeline). This isn't immediately clear when working on the pipeline stage model.

Proposal: nextStage, or nextPipelineStage

Ideally this change would happen before #2094 is merged to avoid the need for database migrations.
