Unable to clear 'Exclude nodes by filename' setting

Current Behavior

I have a local instance where I have set the 'Exclude nodes by filename' and 'Prevent Install of External nodes' properties (Settings -> Palette) to a non-blank value.

I am now unable to clear the values. I can change them to other non-blank values, but I cannot clear them

Expected Behavior

To be able to clear the value

Steps To Reproduce

1. Set 'Prevent Install of External nodes' to a non-blank value.
2. Save settings
3. Reload page
4. Set 'Prevent Install of External nodes' to blank value.
5. Save settings
6. Reload page - observe the value has reverted to the non-blank value
