Application Instances: Project & Instance Status Polling #1843

Description

Enables polling for Application status on the application overview page, additionally:

Enables polling for all Instance pages (since status is shown in the header)
Very slowly backs off polling (Roughly 10 polls, every 2.5 seconds; after 25, every 10 seconds)

Fixes #1822
