Bug when checking all capitalized words

When checking an all capitalized version of an proper none such as KEVIN aspell thinks KEVIN is wrong but also suggestion comes up with KEVIN as the first suggestion.

Yes this is a bug. Unfortunately the fix is non trivial as it will require a change in how the data is stored to fix. I will get to it latter.
