TBD – based on what we learn in #28

it should include …

  • copy circle.yml from plainlanguage.gov
  • install htmlproofer

it's done when …

  • Circle CI runs without errors through Circle CI interface
  • and it would be super cool if it ran every time you submitted a PR in the GitHub interface but IDK how to make that happen
