If using Bazel / MODULE.bazel, not only is the root possibly not detected properly (#9319), but there is also a correctness issue: Changes to MODULE.bazel will not invalidate the image cache

  • Skaffold version: latest release on homebrew

Any bazel target building on an oci.pull in MODULE.bazel will not redeploy if the base image is not updated in MODULE.bazel.
