Initial Release - The Testening

Loadout gives players a set (or sets) of items on login. Once a player has received a given loadout they will not receive that loadout again.

Available commands are as follows:

/lo create - Creates a Loadout based on your current inventory for a given name
/lo delete - Deletes a Loadout
/lo list - Views all Active Loadouts
/lo view - Views a list of Items granted by a given Loadout
/lo reload - Reloads all Loadouts from JSON

Commands are only available to OP due to the ability to alter configuration files.

Known Issues:
If you delete a loadout that a player has previously received and then recreated it under the old name, the player will not receive the new loadout again.
