Is this suppose to happend?
It's a vanilla installation.

Failed to load filterscript "AdminTools", error: Kan bestand of assembly file:///D:\Servers\GTA COOP - MP\filterscripts\AdminTools.dll of een van de afhankelijkheden hiervan niet laden. Bewerking wordt niet ondersteund. (Uitzondering van HRESULT: 0x80131515)

Try unblocking the dll
