Add ranged cuts

This would be nice in general, but especially for the clipping cuts, where currently we can only clip from 0 - 180. What would be better is to be able to clip to arbitrary ranges e.g. 200-270 degrees.

Angular material doesn't have it for some reason even though it should.

NpnSlider doesn't seem to work. I am having the same issue as npnm/NpnSlider#9 which doesn't let me drag the sliders.
I am guessing it's because of the Angular version. It was built on Angular 6 and we are on 10.

I tried the default examples and it they don't work. So I am moving onto finding something else for this.
