Allow user to see ALL Notes

Originally suggested upstream in streetcomplete#2692 but rejected.

I had hardcoded it my own work in ages so "all notes" really means "ALL notes", but more flexible solution in SCEE would be preferred (as I'm slowly trying to fully transition to it).

Use case

Because I often want to see my own notes (see linked SC ticket and likes/comments there)

Proposed Solution

• in SC it was proposed to change boolean Show all notes to dropdown list with 3 answers
• in SCEE, another option is to add special SCEE-only preference all notes means ALL notes
• also in SCEE, quest selection Can you contribute anything to this note? could get gear icon where it can be configured. Probably the most versatile option, as it allows per-preset configuration if user prefers that.
