嗯...这是为什么的

UAC 的姊妹技术 UIPI 禁止了不同权限下的进程通讯行为（你可以理解为你打算去另一个学校找你的朋友，但因为你不是这个学校（权限组）所以保安不让你进），在启用UAC的情况下 Windows 资源管理器默认是 Users 权限组，以管理员权限启动的 PCL 是 Administrators 权限组，所以 Windows 资源管理器向 PCL 发送的进程通讯被 UIPI 掐掉了，但是 PCL 可以给 Windows 资源管理器发送进程通讯，解决这个问题的最好办法是把 UAC 关掉或者以普通权限执行 PCL 程序

解决办法并不是关掉 UAC，而恰恰相反...
