support dynamic tool selection as virtual mcp servers

Currently MCP has been highly populated in agent cases especially in case like deep-research meanwhile it has become a crucial issue the how can a LLM choose suitable tools to achieve a good-enough result.

I think gateway should has its role it for the case. In my limit point, virtual mcp-sever in some way is similar with the idea except that it is manually assigned;

maybe we could simply filterling lable within tools for the begining ? or implement by plugin;
