Given the comment in #21, it seems that even though Python 3.6 is getting old, it may be useful to keep supporting it in some manner. There strategy here is to allow tnz/zti to run with Python <3.8 in a "degraded" manner. In this case, when run with a lower level of Python, zti just won't support plugins. Since no need for a zti plugin using Python <3.8 has been identified at this time, this should not be a big deal.

This PR resolves/replaces #21.
