DOC: Remove unnecessary ITKIOTransformMINC README files

Remove unnecessary `ITKIOTransformMINC` `README` files: the files do not
contain meaningful information, and the purpose of the module is
explained in the corresponding `itk-module.cmake` file, which can be
rendered in the Doxygen documentation.
