Upgrade BaseX version from 8.5.3 to 8.6.7 and add submodule to the modelinterface source repo at the same revision which created the commited ModelInterface.jar
This upgrade changes almost nothing. The databases themselves are compatible between versions. The only real incentive is we are currently proposing to update GCAM from using BaseX 7.9 to 8.6.7. If that PR gets approved and this one as well then we can finally get them all using the same BaseX version.
