Remove Oracle support #6013

Our Oracle build is broken (#5814 (comment)). We have no time to fix it. No user approached me the last two years that he needs Oracle support. Thus, I propose to remove support.

We keep Oracle support and @koppor tries to switch the Docker image. If this does not succeed, we just disable the tests, but keep Oracle support.
