Fixes #9303

I completely rewrote the "Guideline to set up a local workspace".
I completely tried it out with "IntelliJ Community Edidition".
There is no separate JDK download and gradle run necessary any more. Everything in the IDE.

I also deleted the obsolete and confusing "run" configuration.

At the end, I kept text which I would use as soon as IntelliJ can run full JabRef (and not the tests only) again.

I also included a Jekyll plugin to have captions on Figures:

  • Change in CHANGELOG.md described in a way that is understandable for the average user (if applicable)
  • Tests created for changes (if applicable)
  • Manually tested changed features in running JabRef (always required)
  • Screenshots added in PR description (for UI changes)
  • Checked developer's documentation: Is the information available and up to date? If not, I outlined it in this pull request.
  • Checked documentation: Is the information available and up to date? If not, I created an issue at https://github.com/JabRef/user-documentation/issues or, even better, I submitted a pull request to the documentation repository.

Chat decision: we squash and merge - if something does not work on main, we fix afterwards.
