Decision Log: Actor Message Format (#30)

### Summary

A decision log on serializing messages and general message
requirements within Busan.

### Motivation

The choice here is maybe a bit controversial and a bit _different_
from the other Actor libraries that I've seen in Rust so far, and
it felt like it warranted a decision log.

Resolves #4
