Initial Release

• Package provides the initial LCMTypes used by Caesar.jl projects,
• This repository also adheres to the pods.cmake structure allowing for easier integration into Pods related C++ projects, although long term support for Pods should not be expected,
• Relies solely on a local LCMCore.jl package instance (not system wide install) for use in Julia.
