The latest source code and releases of version 1.3 are on GitHub. Downloads of stable 1.2 builds are on Google Code.
There is now an official Rangy package for Bower with Rangy 1.2 and 1.3 versions, called rangy. By default, Bower installs Rangy 1.2.3, which is the latest full release. However, you can install the latest 1.3 beta version instead with the following command:
bower install rangy#1.3
Rangy now has AMD support.
There is an official Rangy module on NPM called rangy.
