Refs #67. This allows creating buckets from the admin.
There's nothing we can provide as an edit form for buckets just yet, and I'm a little reluctant to provide a delete button for some reason. Thoughts? (edit: posting bucket metadata is possible and will be addressed in #84)
I've deployed the patch to gh-pages as usual, expecting feedback and review. /cc @glasserc
