Add instructions in Makefile
plus merge integration, and remove extraneous consumes
rather than: SyntaxError#1: Unexpected token u in JSON at position 0
- separate building proposals from putting them on chain - collect bundles, permits, etc. in dist/ and dist/bundles/ dirs
newer version but that works with ugprade-11 chain

Adding governance to the KREAd dapp.
Adds a unit test that shows that governance can setFilters on incoming invitations.
Includes updates to proposals and scripts to start up the contract on chain.
