@Ram3sh, I am now seeing comparable performance between the native and RAJA versions. Can you confirm? Credit to Michael Rowan for figuring it out. |

This PR updates the SW4CK to use the latest RAJA and address noted performance issues on AMD GPUs. Notably, the kernel timers were including stream creation which can add some overhead.
