Multisig transaction signing flow missing mandatory account

Expected behavior

Should now allow to send an incomplete transaction

Actual behavior

An optional account will be given the option to send an incomplete transaction.

Steps to reproduce

When this state is true

And the account marked in blue (mandatory) is not in users wallet.
And we try to initiate a send from initiator (multisig account) it then switches to the optional account and when completing signing with the optional account it shows that the transaction was complete and the optional account is given the option to send (which will fail)

Which version(s) does this affect? (Environment, OS, etc...)
