Multisig transaction signature success modal sometimes displays copy button

Expected behavior

Only download and send buttons should be displayed upon fully signing a multisig transaction

Actual behavior

Copy button is also displayed upon fully signing a multisig transaction. It more likely happens when editing multisig account and a mandatory member is made optional

Steps to reproduce

• Edit a multisig account
