  1. Update test suite with new QU240wLI run 

    I deleted the old one on LCRC by mistake.

This merge also fixes an issue where dependencies weren't getting
terminated when the jobs they depend on failed.

  2. Add a developer test suite that uses mpas_dev 

    This suite runs much faster than the full suite because it uses
the mpas_dev development environment rather than building conda
packages.
