Not connecting from Windows 10 mobile to Windows 10

I can't connect my Windows 10 notebook from my Windows 10 mobile device. The transfer from W10 Notebook to Windows 10 mobile is working fine.

Windows 10 mobile build: 10.0.15254.527
Windows 10 build: 1809 17555.1

Confirm not working from Windows 10 Mobile (1709 build) to any 1809 PC - "Remote System Unavailable". From Windows 10 Mobile to 1803 PC works fine.

I can confirm that this is an issue on Windows 10 version 1809, and it happens on Android->PC scenario too.

It seems to happen when the devices are connected by proximity, but it is fine when connecting through the cloud.

I'll create an issue in Project Rome repo, and will wait for their response.

This issue is fixed (via a workaround, the main issue still exists) since months ago, I forgot to close this issue in time.
