Bitzeny Plus core v0.16.6

This is a quick startup version of Bitzeny Plus core v0.16.4.
・The index load time is approximately 2 minutes.
・We succeeded in fast startup while eliminating the vulnerability of v2.0.x core. Block hash cache is used only at startup. Since normal operation does not use block hash cache, it has the same robustness and reliability as Bitcoin.
