You didn't disable tethering hardware acceleration. It's in the networking section in developer options.

In that case, try adb shell settings put global tether_offload_disabled 1.

Oh, just noticed that my other Client-Android can use VPN network from this server-Android(server, who has VPNHotspt installed and VPN setup) successfully.

BUT for my macOS, cannot even get a client IP address from server-Android.

The log it says:

@sihunqu123 Seems like a DHCP issue. Did you try turn on your system hotspot, connect your macOS, and then turn on VPN tethering?
