Shift to v0.2.0-beta2

This is a minor but important revision, shifting ngcsimlib to version 0.2.0 beta2, which internally makes sure that ngc-sim-lib passes off unknown arguments (and only focuses on using "--modules").

Initial release of the ngc-lib supporting library/dependency for ngc-learn.
