Per @aerorahul request, upload nc2grb scripts and grib2 template file to the repository. These example scripts are used to convert a sample 0.25 degree latlon grid netCDF file outputted from ocnicepost to a GRIB2 file in the same grid.

The fix file (template) should not be part of this PR. This is because we do not have Git-LFS resources to manage binary files in a Git repository.

For the fix file, please open a PR in the global-workflow using the fix file issue template

The second question about the fix file is do you have source code/instructions for creating this fix file.
We will also need templates for 1-degree and 5-degree so that we can test the ocean/ice post processing as part of CI/CD.

I will close this PR so our main repository does not get the fix file as part of the git history.
Please open a PR without the fix file. I hope you understand.

I can provide 1-degree and 5-degree, but it will be a bit longer. We can finalize the lower resolutions after the 0.25 degree work.
